Mr. de Silva was primarily responsible in establishing the first dedicated Internet connection to Sri Lanka way back in 1995 and has an extensive experience and expertise in designing and implementing Internet based business solutions to organisations, Data communication equipment, Data networks (both wired and wireless), Broadband Access Technologies, Network and Computer Security and Operating Systems. Prior to his current commitment he functioned in the capacity of Chief Operating Officer at Lanka Internet Services Ltd., the pioneering Internet Service Provider in Sri Lanka.

In the academic and professional arena, he obtained his B.Sc. (Honours) and M.Sc. degrees in Electrical and Computer Engineering from the State University of New York, USA with a specialisation in Data Communications. He further obtained his MBA degree from the Postgraduate Institute of Management (PIM) of the University of Sri Jayewardenepura, Sri Lanka. He is a distinguish member of the IEEE (USA) and holds membership in Tau Beta Pai (USA), Eta Kappa Nu (USA) and Golden Key (USA) Honour Societies for academic excellence. Mr. de Silva is also a member of the faculty at the PIM on eBusiness and MIS for the prestigious MBA program. Apart from PIM, he is also a faculty member at the Sri Lanka Institute of Information Technology (SLIIT) on Operating Systems for the degree programme in IT. In addition, he has also functioned as a guest lecturer at the University of Peradeniya and CIMA on IT subjects.

Mr. de Silva has also participated and presented in many training programmes, seminars and workshops in USA, HongKong, Singapore, India and Sri Lanka in his field of expertise. He is currently focussed on taking the IT initiative to organisations.

His research interests include Modelling and Performance evaluation of Communication Networks, Mobile Internet Protocols, IT applications in Power Systems and Large scale System Simulation. He has published over 60 technical papers in International Journals and Conferences in Electrical Engineering field.

He is a member of the IEEE (USA), INNS (USA), NYAcSc (USA), and a Fellow of the Cambridge Commonwealth Society. He also serves in the committees of IEEE section of Western Australia and IEEE Power Engineering Society of Western Australia. In addition, he delivers IEEE Workshops and Seminars for the local Industry in his expertise, while organising major IEEE Conferences in Australia.

He also functions as a Senior Systems Analyst at Hewlett-Packard in addition to his commitment to e-Gate online. He designs, implements, and deploys n-tier business application systems consisting of VB/VC++/Browser clients in the presentation tier, MSMQ/BEA Tuxedo in the messaging tier, C++ NT services/BEA Tuxedo servers/IIS web servers in the business tier, and Oracle/SQL server databases in the data tier. He has 8+ years of C/C++ design and programming experience on Windows NT and UNIX platforms as well as several years of programming experience in VB, VB script, Java Script, COM, ASP, and SQL. Prior experience includes a Senior Software Engineer position at HNC Software in San Diego, CA, and a software engineer position at Audre Inc. in San Diego, CA.

He has a Bachelors and a Masters degree in Electrical and Computer Engineering from State University of New York at Buffalo and is currently based in Houston, TX. He holds membership in Tau Beta Pai (USA) and Eta Kappa Nu (USA) honour societies for academic excellence.

She received her B.Sc. (Eng.) Honours degree in Electronic and Telecommunication Engineering from University of Moratuwa, Sri Lanka, and her M.Sc. degree in Computer Engineering from National University of Singapore. She is currently pursuing her Doctoral Degree in Electrical Engineering on Broadband Network Architectures with University of Texas at Dallas, USA.

Her research and teaching interests are in the areas of IT, Internet and Computer Communication Networks, Broad-band Architectures, Wireless and real-time Internet, Cellular Technologies and applications to computer communication networks. She is a member of IEEE (USA), ACM (USA) and Internet Society (USA), serves as the Vice-Chairperson of the IEEE Communication Society of Western Australia and is also a Technical Committee member of IEEE Computer Society of Western Australia.

A judicial officer and a legal draftsman by profession, Mr. de Silva currently specialises in ICT related legal frameworks. He previously functioned in the capacity of a Legal Consultant at the Central Bank of Sri Lanka. Prior to his tenure at the Central Bank, he functioned as the Head of the Legislative Drafting Division of the Attorney-Generals Chambers, Republic of Seychelles. His previous positions include Law Revision Commissioner, Seychelles, Puisne Judge (Supernumerary), Supreme Court, Seychelles and also acted as the Chief Justice of Seychelles on several occasions. As the Law Revision Commissioner, he was primarily responsible in preparing the 1991 edition of the Laws of Seychelles and the constitution of Seychelles in 1993. He was also the examiner for the admission of Attorneys-at-Law of the Supreme Court of Seychelles. He has received commendation from the President of the Republic of Seychelles for the services he rendered to the Republic of Seychelles. He also functioned as the Legal Draftsman in Georgetown, Guyana, Additional Legal Draftsman, Sri Lanka, Deputy Legal Draftsman, Sri Lanka and District Judge, Sri Lanka. He received his Bachelor of Laws degree from the University of Ceylon and also successfully completed the final examination for admission of Advocates at the Sri Lanka Law College. He has also obtained a Certificate in Legislative Drafting from the Legislative Drafting Institute, Canberra, Australia.
